Low melting and flame retardant polyester composite yarn and fabric and a manufacturing method thereof are provided to improve tactility and shape stability when the fabric is made of the low melting and flame retardant polyester composite yarn. A manufacturing method of low melting and flame retardant polyester composite yarn includes the following steps of: preparing first fiber(S111) which is made of polyester composite filament having a low melting point and flame retardant property; preparing second fiber(S113) which is polyester; and forming the composite yarn with the first and the second fiber.
