Disclosed in an embodiment of the present invention are a cell grouping method, synchronization failure processing method, base station, and user equipment. The cell grouping method comprises: according to a timing advance group (TAG) in which the cell is located, dividing multiple cells serving a same user equipment into at least one PUCCH group, each of the PUCCH groups comprising at least one cell; determining a first cell of each of the PUCCH groups, the first cell being a cell configured with the PUCCH for transmitting uplink control information of each cell of the PUCCH group; according to the PUCCH group and the first cell, forming PUCCH grouping information; and sending the PUCCH grouping information to the user equipment. Also provided in the embodiment of the present invention is a computer storage medium.
