Disclosed is a method for reporting a power headroom report. The method comprises: a user equipment (UE) receives serving cell configuration information; and determine a correspondence between a first region of a power headroom report (PHR) and a serving cell according to the serving cell configuration information, wherein the first region is used for indicating whether the PHR contains power headroom information about the serving cell. Also disclosed is another method for reporting a power headroom report and two devices for reporting the power headroom report, and a computer storage medium.
