The present invention relates to a meat product plasma treatment apparatus and a meat product manufacturing method. This meat product plasma treatment apparatus includes: a main chamber accommodating a meat product and providing a sealed space; a plasma chamber connected to the main chamber; a plasma generating unit disposed in the plasma chamber, generating active gas containing nitrogen oxide gas by using atmospheric pressure dielectric barrier discharge plasma of mixed gas of oxygen and nitrogen, and providing the active gas for the main chamber; and an active gas circulation unit provided with the active gas in the main chamber and supplying the active gas back to the plasma chamber. This meat product is exposed directly to the active gas and is subjected to curing treatment or sterilization treatment by the active gas.
