ENCODER WITH HIGH EFFICIENCY

PURPOSE:To obtain an encoder with high efficiency capable of easily performing special reproduction and edit and capable of preventing the whole compression efficiency from being lowered without reducing the number of intra-pictures. CONSTITUTION:In an intramode, a signal in each band is encoded after a digital video signal is divided in band by a subband division circuit 20. In a prediction mode, motion compensation prediction is performed by an MC circuit 18 without passing the signal through the subband division circuit 20, and a blocked error signal from a subtractor 3 is encoded.
