PROBLEM TO BE SOLVED: To appropriately electrify recycled toner being hardly electrified or having probability being unelectrified toner in a tow-component developing device. SOLUTION: A path capable of recovering only a developer separated from a developer carrier 5, after a developing process is completed and stirring/ carrying the developer up to a first stirring shaft 2 is separately provided and the recycled toner recovered from a photoreceptor roll 6 is mixed with this developer. The recovery of the developer after the developing process is completed is executed in such a manner that the developer after escaping from magnetic restraint and the developer expected to enter into the next developing process are parted by a partition 13 provided between a second stirring shaft 3 and a developer recovering/carrying shaft 8.
