PROBLEM TO BE SOLVED: To provide a MOS operational amplifier whose output can be fixed to a predetermined level, when a difference between a power supply voltage and an input signal voltage is small. SOLUTION: A saturation detection section 21 detects that a current flowing through an element P3 connected to an element N1 of diode connection reached a prescribed threshold current or below in a current mirror circuit consisting of elements N1, N2 which are a load of a differential pair consisting of elements P3, P4. When the saturation detection section 21 detects the state of the current flowing to the element P3 reaching the threshold current or below, a logic synthesis section 22 fixes an output CMPOUT to a prescribed logic level, independently of the output of an operational amplifier section 20.
