PURPOSE: Provided is a composition of functional complex powder which retains excellent smoothness, softness, ductility and adhesion. Also, cosmetics containing the same are provided. CONSTITUTION: A composition of functional complex powder and cosmetics containing the composition are characterized by surface treatment of highly pure plant powder with ester compound containing hydroxy group, skin lipid analogue and fluoride denatured silicon polymer. The highly pure plant powder is characterized: by mixing at least one kind of hemp cellulose powder, globular acetic cellulose powder to be 10-90 wt.% based on the total composition; and by having the average particle size of 3-15 micrometer and the oil absorption amount of 80ml/100g. The ester component containing hydroxy group is prepared by mixing at least one kind of di-(C12-C13)alkyl malate, tri(C14-15)alkyl cytrate, trioctyldodecyl cytrate, myristyllactate to be 0.5-20 wt.% based on the total composition.
