PROBLEM TO BE SOLVED: To provide a small-sized phase shifter that can continuously and variably control the phase and to provide a mobile communications unit. SOLUTION: The phase shifter 10 is provided with a comb-line 13 consisting of 1st and 2nd lines 11, 12 that are electromagnetically coupled with a mutual conductance M, varicap diodes D11, D12 being variable capacitance diodes connected to the 1st and 2nd lines 11, 12 and resistors R11, R12. One ends of the 1st and 2nd lines 11, 12 forming the comb-line 13 are respectively connected to an input terminal Pi and an output terminal Po. Furthermore, the varicap diodes D11, D12 are connected between the other ends of the 1st and 2nd lines 11, 12 forming the comb-line 13 and ground while the cathodes are connected to the other ends of the 1st and 2nd lines 11, 12.
