PROBLEM TO BE SOLVED: To provide a windmill power generating device capable of generating power even in a low wind speed region. SOLUTION: This windmill power generating device is provided with a spiral spring device 12 connected to the rotating shaft side of a windmill 10 through a first clutch 16 to accumulate the rotational energy of the windmill, and a generator 14 connected to the spiral spring device 12 through a second clutch 18 and driven by the spiral spring device 12. In the state of the first clutch 16 being connected and the second clutch 18 being cut off, the spiral spring device 12 is connected to the rotating shaft side of the windmill 10 through the first clutch 16 to accumulate the rotational energy of the windmill 10. When the first clutch 16 is cut off and the second clutch 18 is connected, the spiral spring device 12 is connected to the generator 14 through the second clutch 18, and the generator 14 is driven by the accumulated energy to generate power. |
