PROBLEM TO BE SOLVED: To provide an information communication device that can download new information as required to an information display screen 11 of a mobile telephone 8 on which a ringer melody specific to a user based on the authentication having already been acquired, a standby menu, music, a moving picture and application information can be recorded. SOLUTION: When a user who accesses a PC site (media) able to purchase a ringer melody and a standby state menu or the like via the Internet from a personal computer 1 or a fixed telephone in wired-connection to the Internet so as to purchase contents of the ringer melody and the standby image or the like uses a mobile telephone 8 to access a public site and a general site in interlocking with a fixed communication network, since a menu specific to the user is added, the user can download the image such as a character desirable by extending the selection range.
