<p>PURPOSE:To make it possible to reduce distortion whose degradation is conspicu ous visually by an extremely simple constitution. CONSTITUTION:A DCT (discrete cosine conversion) circuit 101 performs a DCT conversion for the information stored in a non-illustrated buffer for one block. A zigzag scan circuit 102 scans a conversion factor for which the DCT conversion is performed from low-band components to high-band components in a zigzag state and outputs an address signal i corresponding to a DCT conversion factor F (i) and zigzag scan data. A quantization circuit 104 outputs a quantization factor C (i) by an addition value obtained from the values before and after the quantization of the DCT conversion factor F (i) and by the information on the quantization step obtained from a Q table 103 by the address signal i, and a value of (Q (i)XC (i)) obtained by multiplying a quantization step by the quantization factor.
