PROBLEM TO BE SOLVED: To lower the overall height of a wing plate pressing device attached to an outer side of a gate plate of a wing wheel and to install it onto the outer side of the gate plate as such. SOLUTION: The wing plate pressing device has a constitution wherein a plate 81 to be pressed is pressed between respective upper ends of a base member V<SB>1</SB>and a pressing member D<SB>1</SB>. In the lock state, a connection point with the pressing member D<SB>1</SB>, i.e., turning fulcrum of a link member L<SB>1</SB>is arranged within a range of thickness of the pressing member D<SB>1</SB>such that the pressing member D<SB>1</SB>and the lock member R<SB>1</SB>can be approximately superposed in side view.
