An apparatus for treating rainfall outflow water is provided to remove organic materials, nutrient salts, and heavy metals, which are contained within non-point pollutants, effectively, thereby minimizing the pollution of a public water zone. A first drainage layer(105), a fine soil layer(104), a second drainage layer(103), a crude soil layer(102), and a humus layer(101) are sequentially deposited. Vegetation is formed on the humus layer. The humus layer supplies nutrient for growing the vegetation, and filters off and adsorbs suspended solid and heavy metal within rainfall outflow water. The vegetation adsorbs nitrogen and phosphorous within the humus layer, and bio-degrades pollutant through metabolism of microorganisms. The crude soil layer physically filters off suspended solid unremoved by the humus layer, and removes an organic material and ammonia nitrogen through biological reaction including nitrification. The fine soil layer removes pollutants unremoved by the humus layer and the crude layer through adsorption, precipitation, and permeation by soil, and removes nitrogen through biological denitrification. A first outflow pipe(103a) and a second outflow pipe(105a) are connected to the first drainage layer and the second drainage layer to discharge rainfall outflow water from the crude soil layer and the fine soil layer, respectively. A pretreatment unit(110) is disposed at one side of the humus layer to precipitate solids and adulterations, which are contained in the rainfall outflow water, but not inputted into the humus layer.
