PROBLEM TO BE SOLVED: To provide a push-to-talk over Cellular (PoC) function control system, PoC function control method, PoC function terminal and PoC function control program by means of which a signal can be generated for regulating right-to-speak of other PoC communication terminals with which a PoC function terminal that performs PoC communication communicates concurrently. SOLUTION: The PoC function control system is provided in which a plurality of PoC function terminals each including a PoC function is connected with a server by PoC communication, wherein a first PoC function terminal includes a function for transmitting a right-to-speak acquisition starting signal and a right-to-speak acquisition inhibiting signal for the other PoC function terminals in the PoC communication, and the server includes a SIP server function, a function for receiving the right-to-speak acquisition starting signal and the right-to-speak acquisition inhibiting signal, and a PoC function. In particular, each of the other PoC function terminals is configured to acquire a right-to-speak upon first depression of a speak start key provided in the other PoC function terminal after the right-to-speak acquisition starting signal is transmitted, and to release the right-to-speak upon second depression of the speak start key.
