PROBLEM TO BE SOLVED: To issue an electronic receipt without preliminarily registering personal information, or making a customer perform any special operation at the time of performing payment adjustment.SOLUTION: The electronic receipt issuing system includes: a receipt data transmission unit 12 for, when the payment adjustment of commercial transaction is performed by a payment adjustment terminal 100, transmitting receipt data and a payment adjustment terminal ID and payment adjustment date information to a server 300; a payment adjustment terminal ID acquisition unit 21 for acquiring the payment adjustment terminal ID in a customer terminal 200 after the payment adjustment is completed; a receipt issue request unit 22 for transmitting a receipt issue request including the payment adjustment terminal ID and ID acquisition date information to the server 300; and an electronic receipt issue unit 34 for extracting the receipt data in which the payment adjustment terminal IDs are coincident, and the payment adjustment terminal IDs have been acquired within a predetermined time since the payment adjustment is completed from a receipt data storage unit 35.
