PROBLEM TO BE SOLVED: To provide a network quality monitoring device and system, and failure monitoring path setting method that are capable of selecting and setting, with a small amount of calculation, a failure monitoring path by which a single link failure's occurrence location can be identified, when an end point node to which a quality monitoring device is connected and a route for a failure monitoring path for performing connection between respective quality monitoring devices are given.SOLUTION: For each failure monitoring path candidate, a link set of links having the same combination of the path candidate passing through the links and another passing path candidate having priority higher than that of the path candidate is extracted. Another path candidate passing through only part of the links of the link set is selected and is determined to be a failure monitoring path. The link set is rearranged so as not to include a link through which the determined failure monitoring path passes, to make a new link set. Another path candidate passing through only part of links of the new link set is selected and determined to be a failure monitoring path.
