PURPOSE:To improve the comfortableness to drive, by controlling an engine speed to a value such that vibration of a seat part may be suppressed when any passengers in addition to a driver are riding, while controlling the engine speed to a value such that vibration of a steering handle and a shift lever may be suppressed when only the driver is riding. CONSTITUTION:During operation of a vehicle, when a cooling water temperature detected by a water temperature sensor 34 is not less than a predetermined value, and a switch 33 interlocking with an operational condition of an external load 30 is off, a control unit 100 determines whether or not any passengers in addition to a driver are riding in the vehicle according to output signals from push switches 41 to 43 provided at suitable positions on a front seat and a rear seat. If NO, a target idling speed is set to N1, so as to converge an engine speed to a value such that a vibration level of a steering handle and a shift lever may be minimized. If YES, the target idling speed is set to N2, so as to converge the engine speed to a value such that a vibration level of the front and rear seats may be made relatively small.
