PROBLEM TO BE SOLVED: To enhance extraction accuracy and to increase processing speed for layout structure by switching an extraction algorithm at a point of time when change of the layout structure is detected. SOLUTION: An image processor to recognize layout information on an image is provided at least with first and second layout information extracting means 7 and a judging means 8 to judge whether the layout information is extracted by the second layout extracting means or not based on a result of the layout information calculated by the first layout information extracting means.
