The edge parts of frame lines, etc., in the inputted image are enhanced and extracted by pixels; and polling in pixel units is carried out in a voting space according to information on the edge part in pixel units extracted from the image so that the center point of the frame in the voting space of an orthogonal coordinate system is the maximum point of a voting value V (i, j) and the maximum point of the voting value V (i, j) corresponding to the center of the frame in the voting space is detected.
