PROBLEM TO BE SOLVED: To provide a device, method and program for reproducing video data effectively on the basis of the video outline so that a user can understand the video data. SOLUTION: The video outline generating device detects scene sections of video data, selects a representative frame of each scene, cross-references the representative frame with the scene and records the result as video outline data. The device provides the generated video outline to a user, and when the user selects any representative frame and instructs its reproduction, the video data are reproduced not from the representative frame but from a head of the scene including the representative frame.
