PROBLEM TO BE SOLVED: To provide a valve capable of securing enough flow rate and closure range of a valve body without enlarging the valve body or contour of a casing. SOLUTION: This valve is provided with a valve chest within the casing having a fluid inlet port and a fluid outlet port. In the valve chest a valve, element having a communication hole communicable with the both ports is rotatably provided. Inner peripheral surface of the valve chest and outer peripheral surface of the valve element are formed of a circumferential surface, and an opening of the communication hole is made elliptical with a major axis in the direction of the turning axis of the valve element and a minor axis in the direction intersecting with the turning axis orthogonally.
