<p><P>PROBLEM TO BE SOLVED: To form efficiently a variable-length code in image coding. <P>SOLUTION: In a variable length coding apparatus (3), a run code generation portion (10) defines a run group to which the run length of an input DCT factor belongs, forms a run variable-length code representing the defined group, and forms a fixed length code representing a value of the run length and generates a run code. Similarly, a level code generation portion (12) generates a level code from a level of DCT factors independently.
