<p><P>PROBLEM TO BE SOLVED: To efficiently reduce the amount of information, without lowering the overall resolution. <P>SOLUTION: This apparatus is provided with a scene change detecting means for detecting changes in scenes from a plurality of continuous frames, a visual sensitivity determining means for determining the time response characteristics of the visual resolution of a motion image consisting of the plurality of frames, a filter setting means for adaptively setting the filter strength, and a filter processing means for performing filter processing at the filter strength set by the filter setting means.
