Embodiments of the present invention relate to a substrate member capable of controlling a light transmission rate depending on voltage application. To put it specifically, provided is a substrate for controlling a transmission rate with a simplified structure to implement a light-shielding function and a light-transmission function by providing a metal electrode with a pattern structure which may allow light to penetrate any one side of a mutually-facing substrate and by comprising a capsule member capable of controlling the transmission rate through a scattering property by voltage application.
