Provided are an apparatus for generating a motion effect and a computer readable recording medium for the apparatus. The apparatus for generating the motion effect may include: a segment generating unit which divides a moving path of a camera or an object acquired from motion information into multiple segments; a scaling unit which adjusts the size of each of the segments according to the scope of operation of a motion device; and a combining unit which combines the segments the size of which has been adjusted to generate a motion path of the motion device. Therefore, it is capable of automatically generating the motion effect which delivers a feel very similar to that of effects currently produced by professional producers, thereby significantly reducing the time and effort spent for producing the motion effect, reducing a lot of time and costs spent for producing a 4D movie to which the motion effect is applied, and generating the motion effect in real time if the motion information is provided in real time.
