The purpose of the present invention is to provide an apparatus and a method to train a reference voltage capable of improving reliability and a speed. The apparatus to train a reference voltage comprises: a comparison unit to output a comparison signal by comparing a toggle signal and a reference voltage; a duty cycle directing unit to inspect a duty ratio of the comparison signal; and a reference voltage level change unit to confirm the reference voltage when the duty ratio is satisfied with the predetermined condition and to change the level of the reference voltage when the duty ratio does not satisfy with the preset condition. The comparison unit outputs the comparison signal by using the changed reference voltage.
