The present invention relates to a security paper with improved wet strength and a manufacturing method thereof. More specifically, the purpose of the present invention is to provide security paper with excellent wet strength capable of solving problem such as the contamination of hard-made paper or a decrease in the effectiveness of additives newly inputted due to additives reacting to other additives while the hard-made paper is wet or continuously circulating and remaining inside the hard-made paper while a function of the additives are lost with the lapse of time by manufacturing the security paper by dipping the hard-made paper into a solution containing water-soluble polyisocyanate.
