PROBLEM TO BE SOLVED: To select picture information desired by a provider from a display device of the picture information of the provider's side and to display the information on the display device of the person to whom the information is provided. SOLUTION: The picture information, which is taken in, is displayed on a picture information display means (a display section) 11. The provider (an explaining person) selects a desired portion (a region) by a partial selecting means (an input section 13 and a display region specifying section 22) and outputs the portion by a picture outputting means (a second picture outputting section) 21c. Thus, a simplified picture is provided on an external display device 110 of a person to whom the information is provided (an explanation receiving person side).
