A mobile communication terminal for measuring an optical fiber fault and a system are provided to add an OTDR(Optical Time Domain Reflectometer) function to measure loss of optical fiber by using the terminal when measuring the fault in the optical fiber, and to add an optical source and an optical power meter function, thereby measuring the reflectivity of the optical fiber. An optical source(101) provides laser for measuring loss of optical fiber. An OTDR(105) makes optical power obtained from the source(101) incident on the optical fiber, and detects rear scattered light generated within the fiber to measure loss of the optical fiber. A fault management program storage(111) stores a program for controlling loss measurement by the OTDR(105) or for transmitting the measured value to a mobile communication system. A controller(109) transmits the measured value through the communication system as controlling loss measurement of the fiber by the stored program.
