PROBLEM TO BE SOLVED: To tune environment variables so as to minimize the risk in license, quality and technical sides corresponding to outside environment conditions of a business system when installing OSS (open source software). SOLUTION: A tuning condition input processing part 210 stores a risk mark for every combination of the environment conditions and the environment variables in an environment/obstacle determination table 501, 502 based on OSS obstacle information 114, a business system outside environment condition file 116, and a business system introduction template configuration file 117, and it stores the environment conditions of which risk should be evaluated in a risk/environment determination table 601. An automatic tuning execution processing part 211 compares these determination tables using the environment conditions as keys, stores the risk mark for every value of the environment variable in a risk/obstacle determination table 701, 702, and stores a value of the environment variable with the smallest total risk mark in an OSS environment variable tuning value output file 801.
