PROBLEM TO BE SOLVED: To obtain the propagation state of harmful vegetation in a vegetation survey target area from an image obtained by picking up the vegetation survey target area. SOLUTION: An image processo is provided with an RGB component image creation means 17 for creating a red component image, a green component image and a blue component image from a vegetation image to be identified, in a vegetation survey target area image obtained by photographing the vegetation survey target area; and a feature quantity extraction means 19 for extracting one or more of an average of intensity values, an average of contrast, smoothness, uniformity and entropy as a feature quantity of each image of these red component image, green component image and blue component image by a texture analysis.
