A slag suppressor of a converter is provided to prevent the generation of large slopping phenomena, thereby protect facilities by injecting a suppressor into the converter and reducing the slag suppressing time, thereby rapidly suppressing slag overflow phenomenon, and a preparation method of the slag suppressor of the converter is provided. In a preparation method of a slag suppressor for retarding slag overflow phenomenon in the converter during a refining operation of a converter, a method of preparing the slag suppressor of the converter comprises: a step(S10) of naturally drying a hot-rolled oil sludge containing oil; a step(S20) of crushing a converter slag; a step(S30) of mixing the hot-rolled oil sludge with the converter slag; a step(S40) of adding a binder to the mixture when mixing the hot-rolled oil sludge with the converter slag; a step(S50) of press-molding the mixed raw materials into the form of briquettes; and a step(S60) of drying the molded briquettes.
