PURPOSE: A system and method checking water-tightness of a conduit using fluid pressure are provided to conveniently proceed to water-tightness inspection of the conduit line using the correlation of the amount of leakage and air pressure change amount. CONSTITUTION: A system and method checking water-tightness of a conduit(1) using fluid pressure comprises a packer apparatus(10), a pressure sensor(20), a MICOM(40) and a monitor(50). The packer apparatus pressurizes a packer. The packer apparatus supplies the compressed air to a water-tightness inspection section of the conduit. The pressure sensor senses the air pressure change of the water-tightness inspection section of the conduit. The MICOM analyzes an air pressure change amount sensing signal outputted from the pressure sensor. The MICOM outputs the analyzed information through the monitor. The packer apparatus comprises a pipe rod(100), a packer(200), a packer presser part, an air supplying part and a water supply part.
