PROBLEM TO BE SOLVED: To suppress operation of allocating an unnecessary radio resource.SOLUTION: A base station eNB comprises: a user equipment selection unit 242 for selecting, from a plurality of pieces of user equipment (UE), target user equipment (TUE) to which a radio resource should be allocated; a control resource allocation unit 244 for executing allocation of a control resource that is a radio resource for control; and a data resource allocation unit 246 for executing allocation of a data resource that is a radio resource for data. The user equipment selection unit 242 calculates, on the basis of reception quality reported from each user equipment, a provisional control resource amount corresponding to a control resource that should be allocated to each user equipment UE; determines whether or not the provisional control resource amount can be ensured, for each user equipment; and selects user equipment determined to be capable of ensuring its provisional control resource amount, as target user equipment.SELECTED DRAWING: Figure 9 |
