摘要 PROBLEM TO BE SOLVED: To determine a reference range of a reference image while taking influences upon image quality into account when determining the reference range of the reference image in non-magnification ME by performing reduction ME, and to suppress a read-out amount from an external memory that causes high transfer cost.SOLUTION: A dynamic image encoding method includes one screen of a dynamic image into a plurality of sub screen regions and performing encoding for each sub screen region. In the dynamic image encoding method, a plurality of candidates for a search origin region in motion vector search are calculated by using the sub screen regions and a reduction image that is obtained by reducing the reference image and for each of the plurality of candidates, similarity between a processing block of the sub screen region and the search origin region in the reference image is calculated. A transfer cost in the case where a reference range including the search origin region is read out of an external memory connected to a dynamic image encoding device is calculated and on the basis of the calculated similarity and transfer cost, the dynamic image encoding device executes processing for determining the reference range to be referred in the motion vector search to the processing block.SELECTED DRAWING: Figure 7
