PROBLEM TO BE SOLVED: To eliminate a reactive power controller for exclusive use by providing a switching function for determining reactive power command values for individual synchronous machines including one master machine, delivering a reactive power command value to other voltage regulator and making an automatic switching to other sound voltage regulator upon failure of the master. SOLUTION: A reactive power command value is transmitted from a master automatic voltage regulator through a transmission processing section 5 and a transmission network 6 to the automatic voltage regulator for each axis and stored in the memory section thereof. The automatic voltage regulator for each axis performs reactive power control, based on the received command. When all axes are normal, an automatic voltage regulator 7 having highest pruority serves as a master and the master is switched sequentially to an automatic voltage regulator 7 having lower priority when the master becomes abnormal. This arrangement eliminates a reactive power controller for exclusive use and enhances the economy.
