PROBLEM TO BE SOLVED: To provide a video reproducing device capable of efficiently reading a video scene included in a video file stored in a storage device and a video file in a server connected to a network and retrieving a target scene, and a video distributing device. SOLUTION: A video reproducing part 2 sequentially reads video data of a video file designated by control from a controlling part 7 from the storage device 1 and outputs an image output signal, an audio output signal and the current reproduction time to a displaying part 6. Meanwhile, a scene description file reading part 3 reads time information string data located before and after the current reproduction time and static image string data from a scene description file stored in the storage device 1. The video data, the time information string data located before and after the reproduction time of the video data and the static image string data are displayed on the displaying part 6. The displays of the time information string data and the static image string data are updated as according the reproduction time proceeds.
