PROBLEM TO BE SOLVED: To provide a simple judging device for degradation which judges necessity of on-tower operation and replacement of members by judging degradation on site using a photograph taken from ground, without directly climbing a steel structure which is hot-dip galvanized such as a tower structure. SOLUTION: The entire or a part of steel structure is photographed from ground. The picture is converted into a digital data and transferred through Internet or the like to a server provided to an office. It is analyzed using the database and image processing program provided to the server and a degradation level judging criteria. The resultant degradation evaluation is taken in through the Internet, or the like on site for displaying on an on-site display.
