<P>PROBLEM TO BE SOLVED: To provide a fuel cell capable of enhancing power generation efficiency and of being made compact. <P>SOLUTION: A fuel cell stack 3 is constituted by alternately stacking a power generation cell and a separator, and housed in a housing 2. A cooling water pipe 18 is installed in the outer peripheral part of the housing 2, the surface of the housing is cooled by heat exchange, and heat exchanged hot water is introduced inside the housing to use it as a steam source for reforming fuel gas. By this constitution, heat which is discharged to the outside as excess energy until now can effectively be utilized to enhance the efficiency of a power generation system.
