<P>PROBLEM TO BE SOLVED: To make a fuel cell compatible with a general-purpose chemical cell by shaping identical with the general-purpose chemical cell, capable of enhancing safety in the case of damage. <P>SOLUTION: The fuel cell used for a portable equipment is composed of an inner vessel 2 containing the fuel cell, and an outer vessel 1 fitted outside the inner vessel 2 made of a plastic or metal material, of which, the shape of the outer vessel 2 is identical with that of the general purpose chemical cell, and an input voltage of the fuel cell is the same as that of the chemical cell. A chemical extinguishing agent 3 in a powder form, by way of fire foam preventing fire by generating foam, is filled between the inner vessel 2 and the outer vessel 1.
