An optical recording apparatus, an optical recording method, and an optical recording medium are provided to suppress the power of laser beam, which is used for recording an inside unit record layer in an optical recording medium having a plurality of unit record layers. An optical recording apparatus comprises a reproducer, a record pulse generator(39), and a recorder(400). The reproducer reads identification information from a recording medium(D). The record pulse generator(39) generates the first record pulse line and the second record pulse line based on the first identification information representing the first record condition for the first unit record layer read and the second identification information representing the second record condition. The recorder(400) irradiates the first unit record layer with light according to the first record pulse line, and irradiates the second unit record layer with light according to the second record pulse line.
