<p><P>PROBLEM TO BE SOLVED: To provide a flat input part which is hardly affected by noise when arranging a flat input part for detecting the change of capacitance is arranged at the front part of a device such as a display unit, where noise is generated, and is made thin in thickness. <P>SOLUTION: A first flat input part 21 is configured so that a transparent first substrate 22 and a transparent second substrate 23 can be overlapped, and a transparent Y driving electrode 31 and a transparent shield layer 32 are formed on an electrode formation face 22a of the first substrate 22, and an X driving electrode 33 and a first detection electrode 34 are formed on an electrode formation face 23a of the second substrate 23. A display unit such as a liquid crystal panel is installed on the back side of the first substrate 22.
