<p><P>PROBLEM TO BE SOLVED: To provide a solid-state electrolytic capacitor having a sufficiently low equivalent series resistance (ESR) and exhibiting high thermal resistance. <P>SOLUTION: In a method for manufacturing a solid-state electrolytic capacitor having a conductive polymer layer as a solid-state electrolyte, a conductive solid layer is formed by performing chemical oxidation polymerization of a monomer using a solution containing a carbon condensation bicycle sulfonic acid metal salt as an oxidizing agent, and the molar ratio X of carbon condensation bicycle sulfonic acid ions to the metal ions in the solution is less than the stoichiometry Y of carbon condensation bicycle sulfonic acid metal salt.
