<p><P>PROBLEM TO BE SOLVED: To provide a method of manufacturing a high-frequency magnetic material having excellent magnetic characteristics, thermal stability, and high yield in a high-frequency band. <P>SOLUTION: A salt containing a magnetic metal element, a salt containing a metal element from which an oxide phase is generated, and a salt containing a metal element from which an added oxide phase is generated each consist of alkoxide, hydroxide salt, sulphate salt, nitrate salt, carbonate, or carboxylic salt. These salts are combined in such a composition as to generate a precursor which is a system wherein a difference between the standard Gibbs energy of formation of the magnetic metal element and the standard energy of formation of the insulating oxide is 100 kJ/mol or below in a temperature range of 100°C to 800°C.
