PROBLEM TO BE SOLVED: To provide an optical waveguide modulator for reducing a drive voltage and improving a reflection attenuation amount of a drive signal. SOLUTION: The optical waveguide modulator has a Z cut substrate having electro-optical effect, an optical waveguide having a Mach-Zehnder optical waveguide part formed on the substrate, and a modulation electrode for modulating an optical wave performing waveguide inside of the optical waveguide. The optical waveguide modulator arranges the signal electrode along a part (point (a) to point (b)) of a Y branch part connected to one branch waveguide in a region taking out the signal electrode by allowing the signal electrode 21 to be separated from one branch waveguide 7 and riding on the symmetrical axis d of the Mach-Zehnder optical waveguide part, and furthermore arranges the signal electrode not along the Y branch part connected to one branch waveguide in a region taking out the signal electrode without riding on the symmetrical axis d of the Mach-Zehnder optical waveguide part by allowing the signal electrode 22 to be separated from one branch waveguide 8.
