The present invention discloses a cell control apparatus and an operating method thereof. In a network environment where several cells using a TDD mode are concentrated or coexist, optimal interference control can be realized by considering the intensity difference of DL interface and UL interface due to adjacent cells, by cell control based on a D -TDD mode. The cell control apparatus includes an interference checking part, a cell selecting part, and a cell controlling part.
