PURPOSE:To realize voice storage communication transmitting a voice data only and not transmitting a silent data by providing a timing means generating a timing signal corresponding to the time length of a voice packet, a counter means counting the number of the timing signals and a means generating the information inserted between pieces of information relating to adjacent voice data. CONSTITUTION:A timing circuit 2 started at each reception of a storage service voice packet generates the timing corresponding to the voice packet time length set by the circuit and the number of silent packets existing continuously between voice packets based on the timing is counted by a silence counter 3. Then a silence counter extraction circuit 42 extracts the count value of the silence counter 3 and the count value of the silence counter 3 is reset at the same time. The count value of the silence counter 3 is edited into silence information and the result is added to voice information and the added result is set to a data storage circuit 45 together with silence/voice data display.
