<P>PROBLEM TO BE SOLVED: To maintain a stable developing function over a long term by preventing the lock of a developer carrier or a stirring member caused by the rise of the bulk density of developer after an image forming apparatus is stopped (it is left as it is). <P>SOLUTION: When an output value by a toner concentration sensor at the previous use stopping time is defined as Tb, and an output value by the toner concentration sensor before the rotation of the developer carrier in the next use is defined as Tn, the revolving speed of a revolver developing unit is set in accordance with the value of Tn/Tb.
