PROBLEM TO BE SOLVED: To provide a method surely preventing disaster such as a fall of earth by sufficiently and surely intruding filler into clearances and/or cracks in a rock bed, a rock, and/or a rock group, and safely constructed without any movement of the rock bed in the construction. SOLUTION: This disaster preventing method is so formed that kneading material A between hydraulic component and water fills and hardens the clearances and/or cracks in the rock bed, the rock, and/or the rock group having a possibility of the fall of earth and/or rock fall so as to prevent the fall of earth and the rock fall of the rock bed, the rock, and/or the rock group. In this method, the height of the kneading material filled at a time is set to 2 m or less and is injected from the bottom to the top in order.
